Plain-English definitions of the terms that turn up across legislation, regulator guidance, and damp-and-mould vendor material.

Awaab's Law
Section 42 of the Social Housing (Regulation) Act 2023. Inserts Sections 10A and 10B into the Landlord and Tenant Act 1985 - an implied covenant that social landlords will comply with prescribed requirements for hazards.
Category 1 hazard (HHSRS)
The most serious class of hazard under the Housing Health and Safety Rating System. 9% of all English dwellings (~2.3 million homes) have at least one.
Complaint Handling Code
The Housing Ombudsman's statutory code, in force from 1 April 2024. Sets out how social landlords must handle resident complaints.
Decent Homes Standard
The longstanding quality benchmark for social housing in England, with a planned extension to the private rented sector under the Renters' Rights Act 2025.
Emergency hazard
Under the 2025 Regulations, a hazard where a reasonable landlord would act within 24 hours. Triggers the 24-hour investigate-and-make-safe duty under Awaab's Law.
HHSRS
Housing Health and Safety Rating System - the statutory risk-based framework for assessing hazards in dwellings.
Housing Ombudsman
Independent body that investigates complaints from residents of member social landlords and issues binding determinations including compensation orders.
LoRaWAN
Long Range Wide Area Network. The low-power, long-range wireless protocol MouldWatch sensors use. The UK has broad public LoRaWAN coverage; where it isn't in place, a small 4G gateway at the home fills the gap.
Mould Risk Score
MouldWatch's algorithmic indication of conditions conducive to mould growth. Not a confirmation that mould is present.
Reasonable endeavours defence
Available under Section 42 of the Social Housing (Regulation) Act 2023 - a landlord is not in breach if they used reasonable endeavours to comply with the prescribed requirements.
Regulator of Social Housing (RSH)
Enforces the Consumer Standards including the Safety and Quality Standard (in force from 1 April 2024); aims to inspect landlords with 1,000+ social homes at least every four years.
Registered provider
A social housing provider registered with the Regulator of Social Housing - includes housing associations, council landlords, ALMOs, and other bodies.
Renters' Rights Act 2025
Received Royal Assent on 27 October 2025. Provides the legal vehicle to extend Awaab's Law, the Decent Homes Standard, and a new PRS Database to the private rented sector.
Significant hazard
Under the 2025 Regulations, a hazard that is not emergency-level but still poses a significant risk to occupants. Damp and mould sits here. Triggers a 10-working-day investigation duty.
