Awaab's Law is being rolled out in three phases. Phase 1 - damp and mould plus emergencies - has been live since 27 October 2025. Government has committed to adding most other HHSRS hazards in 2026, and all the remaining ones except overcrowding in 2027.
2026
Planned Phase 2
Government has committed to extending the same statutory clocks to six more hazard classes during 2026.
- Excess cold and excess heat
- Falls (stairs, baths, and level surfaces)
- Structural collapse
- Fire
- Electrical hazards and explosions
- Hygiene (food safety and pests)
2027
Planned Phase 3
The final stage brings the remaining hazards on the official government list (the Housing Health and Safety Rating System, or HHSRS) under the same deadlines, except overcrowding.
- All remaining HHSRS hazards except overcrowding
The practical read
If you only have a plan for damp and mould today, you need the same way of working for the Phase 2 hazards during 2026 and for the Phase 3 hazards in 2027: investigate on time, put findings in writing, and keep records you could show an inspector. The tools you use for damp and mould, like alerts, deadline tracking and evidence on file, carry over to the other hazards.
